Drugs and Their Impact on Human Rights
The Human Rights Division – Legal Affairs Department at Baytal-Hikma, in cooperation with the High Commission for Human Rights, organized a workshop entitled “Drugs and Their Impact on Human Rights” on Tuesday, August 19, 2025, in Al-Khwarizmi Hall at Baytal-Hikma, attended by the Chairman of the Board of Trustees, Dr. Qahtan Neama Al-Khafaji.
The workshop focused on the dangers of drug abuse, its methods of spread, and approaches to prevention, treatment, and societal protection, while emphasizing the importance of strengthening governmental measures to curb this phenomenon. The session was chaired by Mr. Mudhaffar Al-Rubaie, Director of Public Relations and Media, with the participation of specialized researchers from the Human Rights Commission.
Researcher and certified human rights trainer, Mr. Ali Saleh Alawi, presented a paper titled “An Introduction to the Impact of Drugs on Human Rights”, highlighting the social causes leading some individuals toward drug abuse, as well as the institutional measures adopted to combat and prevent it.
In the same context, researcher Mr. Ali Hassan Hamza presented a scientific study titled “The Legal and Institutional Framework in Iraq for Combating Drugs”, discussing the grave risks of drug addiction, which often lead to serious crimes by users or traffickers. He also shed light on major legal frameworks addressing drug control in Iraq, including the Anti-Drugs and Psychotropic Substances Law, the establishment of the General Directorate for Combating Drugs, and the National Supreme Authority in cooperation with NGOs.
The workshop was attended by numerous staff members of Baytal-Hikma, along with representatives from human rights departments across several Iraqi ministries and government institutions. At the conclusion, the Chairman of the Board of Trustees presented certificates of appreciation to the participating researchers.
