Constitutional referred Laws Legislation in Strengthening the Democratic Experience in Iraq

In the presence of the Head of the Board of Trustees of Bayt Al-Hikma (House of Wisdom) , Dr. Qahtan Nima Al-Khafaji, the Legal Studies Department held a scientific symposium on Monday, July 21, 2025, entitled " Constitutional referred Laws Legislation in Strengthening the Democratic Experience in Iraq", with the participation of researchers specialized in civil, legal, and political affairs .
The session was chaired by Dr. Ezz El-Din Al-Mohammadi, Supervisor of the Legal Studies Department, rapporteured by Dr. Thikra Inaam , House of Wisdom.
The symposium addressed the most important legislative mechanisms that strengthen the concepts of democracy in Iraqi state institutions, both those concerned with electoral affairs or those concerned with institutions of the peaceful transfer of power.
Judge Salem Rawdhan Al-Moussawi's research, titled "The Independence of the Judiciary and Its Role in Protecting the Constitution," presented on his behalf by Judge Mrs. Suad Al-Dabbagh, addressed the judiciary authority and its role in building democratic systems, as it is the guarantor of the state's system and the independence of its institutions. The researcher also reviewed examples of ruling systems around the world that support judicial independence, achieving political and social stability and preserving citizens' rights.
Dr. Amjad Hamid Al-Hathal, a member of the Parliamentary Legislation Department in the Iraqi Council of Representatives, presented his research titled "Legislative Challenges in Light of the Political Divide in Iraq." He highlighted the importance of the democratic transition phase, which requires significant progress in legislative institutions and the initiation of a genuine reform process that achieves balance and stability, away from the disputes and divisions between political movements , which weaken the oversight role of the parliamentary institution.
On the other hand, human rights activist Sara Al-Azzawi presented her paper, "The Iraqi Democratic Experience: Evaluation and Future Reading," in which she highlighted the Iraqi state's lack of genuine democratic practices from its inception in 1921 until 2003. Meanwhile, the new Iraqi constitution adopted a democratic system in the country despite security and political challenges that weakened the process of building governing institutions.
Finally, Dr. Iman Qasim Al-Safi from Al-Mustansiriya University participated in a research paper titled "Legislation Supporting Democracy in Iraq." She examined the role of academic institutions and universities in supporting democratic practices, as centers of intellectual and awareness-raising influence for young people, who represent the largest segment of Iraqi society.Then ,the audience introduced their comments and questions which enriched the topic of event.
The symposium concluded with the distribution of certificates of appreciation to the participants .
