Bayt al-Hikma Discusses the Requirements for the Success of the Government Program
Bayt al-Hikma – Department of Economic Studies organized a panel discussion dedicated to examining the “Requirements for the Success of the Government Program.” The event was held in the Hall of Mirrors on Thursday, 22 January 2026, with the participation of Professor Dr. Mudhar Mohammed Saleh (Advisor to the Prime Minister for Financial Policy) and Professor Dr. Mahdi Dhamad Al-Qaisi (Advisor to the Ministry of Agriculture), and attended by a select group of researchers and specialists in the fields of economics and politics from various institutions. The session was chaired by Professor Dr. Falah Hassan Thuwayni (Supervisor of the Department of Economic Studies), with Dr. Rasool Salem Musayyar serving as rapporteur.
The seminar highlighted the key steps that should be followed in the upcoming government program, presenting the experience of the Government of Georgia and comparing it with the Iraqi reality in terms of political and economic conditions. It also reviewed the pillars of reform adopted by the Georgian government in 2004, which led to the success of that experience and the achievement of its intended goals and visions.
The discussion emphasized the need to prioritize objectives when formulating the forthcoming government program, the importance of political will in ensuring its implementation, and the reassessment of public spending with the aim of reducing deficits, lowering debt balances, and stimulating supply-side economic activity. Participants also addressed the main pillars that should be taken into account in preparing the government program, foremost among them the adoption of technology in agriculture and supporting agro-processing industries to achieve self-sufficiency through rural economic development. In addition, they stressed the investment in mineral resources, enhancing media coverage of religious and recreational tourism, and investing in land, sea, and air transport infrastructure, with a focus on the primary driver of economic growth and sustainable development—human capital. They affirmed that adopting these pillars, if accompanied by genuine political will, would lead to aligning the vision of the government program with effective implementation.
The seminar witnessed notable engagement and extensive discussions among participants and attendees regarding the formulation of recommendations and their submission to the relevant authorities.
