*The Electoral System in Iraq and Its Role in Consolidating the Democratic Experience*
Today, Thursday, October 30, 2025, under the direct supervision of the Head of the Board of Trustees of Bayt Al-Hikma (House of Wisdom) Dr. Qahtan Ni'ma Hassan Al-Khafaji, and with high-level academic attendance,the Department of Political and Strategic Studies,at Bayt Al-Hikma held its scientific conference titled: (The Electoral System in Iraq and Its Role in Consolidating the Democratic Experience) at "Hunain Ibn Ishaq" Hall.
The conference is held at this important time to shed light on the ongoing preparations for the 2025 Iraqi elections, which represent a crucial stage in the path of consolidating democracy, enhancing popular participation, and dedicating the principles of transparency and integrity in managing public affairs. The conference proceedings emphasize the keenness of state institutions and their partners—including political forces, civil society, and international bodies—to prepare a safe, fair, and transparent electoral environment that ensures broad participation for all segments of society and expresses the will of the Iraqi voter.
The conference commenced with a recitation of ayat from the Holy Quran by the reciter Raed Al-Qaisi, followed by the recitation of Surah Al-Fatihah for the souls of Iraq's martyrs.
The opening then began with a welcoming speech by the Head of the Board of Trustees, Dr. Qahtan Ni'ma Hassan Al-Khafaji, who welcomed the guests and pointed to the efforts of Bayt Al-Hikma, through its scientific departments, to serve the intellectual and cultural movement in Iraq in various fields. He emphasized the institution's role in supporting the electoral program and the high level of democratic transfer of power, while commending the efforts of the participating researchers in presenting ideas, visions, and recommendations to benefit the decision-maker and relevant institutions.
This was followed by a speech from Prof. Dr. Khamis Al-Badri, Supervisor of the Department of Political and Strategic Studies, who clarified the importance of the electoral phenomenon in the political process. He stated that elections translate the will of the people into an effective force, ensure political representation, and contribute to strengthening and consolidating the state's affirmation of its democratic political system. He focused on the necessity of aware participation in elections as a fundamental pillar for democracy and development, paving the way for new generations to manage the state, develop their capabilities in facing internal and external issues, and build a political system that emulates advanced global political systems.
The conference proceedings included three scientific sessions managed and presented by a selection of Iraqi university presidents, college deans, academic professors, and political experts. They covered the electoral system in Iraq in terms of its trajectory, processes, and entitlement , democratic policy between the procedural and executive aspects ,ways to enhance operational stability, along with a study of electoral operations and programs,the relationship between electoral law and the principle of the peaceful transfer of power in Iraq , and a study on the reality and requirements regarding Iraqi parliamentary elections after 2003.
The conference concluded with the reading of the recommendations and the presentation of certificates of appreciation to the participating researchers.
