Constitutional Powers Between the Federal Authority and the Kurdistan Region

   The  Legal Studies Departme
nt at Bayt Al-Hikma (House of Wisdom) –  organized a legal scientific symposium on Tuesday, October 14, 2025, titled (Constitutional Powers Between the Federal Authority and the Kurdistan Region). The event was attended by the Head of the Board of Trustees, Dr. Qahtan Ni'ma Hassan Al-Khafaji, and an elite  of specialized professors in law and politics from various academic institutions.
The session was chaired by  Dr. Izz Al-Din Al-Muhammadi, Supervisor of the Legal Studies Department, and rapporteured  by Dr. Nawar Ali Ahmed from Bayt Al-Hikma.
The symposium shed light on the nature and powers of the federal authority, the joint powers between it and the Kurdistan Region and the Provincial Councils, and identified the weaknesses and challenges facing the implementation of the Iraqi Constitution, especially between the central  and the regional government since 2005.
The symposium included several axes where researchers presented specialized papers. The first axis was presented by Assist. Prof. Dr. Azhar Hashim Ahmed from Al-Mustansiriya University, who discussed the constitutional framework and general principles in the distribution of powers, as well as the powers of the federal and regional authorities and their inception.
The second axis was presented by Professor Dr. Taghreed Abdul Qadir from Al-Mustansiriya University, who clarified the exclusive powers of the federal authority, the linguistic and legal drafting of the Constitution, along with a presentation of a package of proposed remedies for its amendment to ensure clarity in the relationship between the central  and the regional government  to preserve the state's sovereignty.
The third axis was presented by Dr. Abbas Hadi Al-Uqabi from the University of Baghdad, who reviewed the joint powers between the federal authority and the Region according to Article (114) of the Iraqi Constitution. He highlighted the shared jurisdictions between the central and the regional government, the constitutional commonalities, and the resulting problems.
The fourth axis was presented by Dr. Majid Othman Jamour from the Council of Representatives (Parliament), with a research paper that addressed regional powers, applications, challenges, and visions for developing the relationship between the center and the region, reviewing a set of topics contained in the Constitution.
Finally, the Head of the Board of Trustees presented appreciation certificates to the professors participating in the symposium, commending the role of the scientific departments at the Bayt Al-Hikma institution in commissioning researchers from various specializations, which would enrich scientific studies and research, and shed light on important topics and societal and political issues that support the government program.
