The Role of Artificial Intelligence and Its Impact on Politics and Strategy
On Wednesday, September 24, 2025, the Department of Political and Strategic Studies at  Bayt al-Hikma organized a scientific symposium titled “The Role of Artificial Intelligence and Its Impact on Politics and Strategy” at Dr. Mahmoud al-Dawood Hall, with the presence of the Chairman of the Board of Trustees, Dr. Qahtan Neama Hassan al-Khafaji.
The session was chaired by Prof. Dr. Mueid Kasid Jalhoum, member of the Advisory Team of the Department of Political Studies, and the rapporteur of the session was Ms. Ghada Sabah Hadi from the College of Law – Uruk University.
The symposium addressed the role of artificial intelligence in policy-making, generating new ideas, and providing effective solutions for national challenges in the field of digitalization. It also explored how AI influences decision-makers in achieving sustainable development and building the “Government of the Future,” in addition to its key role in shaping the future of international relations.
Prof. Dr. Sami Ibrahim al-Rubaie, from the College of Production Engineering and Metallurgy – Technical University, presented a strategic vision for Iraq’s renaissance. In his research paper “Strategic Planning: From Traditional Systems to Dynamic Planning with Artificial Intelligence”, he reviewed the stages of strategic planning in Iraq, discussed the achievements of advanced countries in this field, and provided examples of successful international experiences, while presenting ideas for developing intelligent strategic planning in Iraq.
Assistant Prof. Dr. Noah Ezzedine al-Salhi, from the College of Media – University of Baghdad, presented a paper titled “Artificial Intelligence and the Stakes of Communication and Development in the Arab World: Challenges and Opportunities.” He highlighted the importance of ethics in designing, developing, and using AI, as well as the major differences in ethical values among nations, and how these differences affect the possibility of establishing a unified global system for artificial intelligence.
On another front, researcher Nora Riyadh al-Dabbagh, from the Center for Strategic and International Studies – University of Baghdad, presented a paper titled “Alignment in the Age of Artificial Intelligence: Iraq’s Position Between American Influence and Chinese Penetration.” The paper discussed the electronic dimensions of international alignment in the age of AI, focusing on Iraq’s position between two global powers seeking to impose different models of digital governance. It also examined how U.S.-China competition in the digital sphere affects Iraq’s sovereignty, digital independence, and its ability to formulate an independent policy in this shifting global context.
In conclusion, the Chairman of the Board of Trustees presented certificates of appreciation to the participating researchers. The symposium featured an interactive dialogue between participants, researchers, and academic specialists, who enriched the discussions with their insights and contributions.
